If an individual Councillor wishes to develop any of their skills or attributes, then the Council will provide suitable training. A range of training opportunities are available including induction, democratic process skills, the rights and responsibilities of Councillors, danger zones, local government finance and media and communication skills. Developing knowledge about the functions of the Council and the services which are provided is supported through the ongoing provision of written materials as well as through seminars and other similar presentation-type events.
As detailed in the 'Guide to the Role and Duties of an Aberdeenshire Councillor' (pdf 1.14mb) in order for a Councillor to play his or her part as a councillor requires them to be diligent in accepting the opportunities for training which are provided. It is expected that Aberdeenshire Council Councillors will undertake at least five days Continuous Professional Development (CPD) per annum.
Since the current Council was elected on 3 May 2007, the following training has been delivered:
- the role descriptor for Councillors has been issued to all Councillors.;
- a training needs analysis was undertaken and 41 councillors have personal development plans (60%); and
- 65 Councillors have attended training events in the period ending 31 March 2008.
The range of events proided cover a broad spectrum including a 3-day induction programme, customised training for licensing boards and scrutiny and audit committee, European Computer Driving Licence, the monitoring and interpretation of financial information and representing the Council on arms length external organisations.
The range of training opportunites offered include those detailed in the document 'Support for Elected Members: Defining your needs' which was circulated to all Councillors following their election in May 2007. This document was used to develop a Personal Development Plan for each Councillor.
