Delivering Development

 

With the publication of the main issues report planning officers have identified a preferred set of options for site specific development across Aberdeenshire (“blue” sites). By February 2010 all the sites that have been included in the next stage of the process, the proposed plan, will have to have been assessed and the infrastructure requirements identified for inclusion in the plan. This is necessary for three reasons:

  • Provide confidence for the industry about costs
  • Demonstrate the deliverability of the sites
  • Provide clarity to communities about what it is that the development will provide, or contribute to.

Identification of these requirements has been core work of the Future Infrastructure Requirements for Services group.

The Main Issues Report contains preferred options that may be modified by the public consultation process. In some cases additional sites have been identified where there is significant doubt about the likelihood of a preferred option being taken forward into the plan. Examples of this are Elsick new settlement (which may substitute for Banchory Leggart), which is currently part of a comparative study in the A90 South Corridor to determine transport effects of the alternative locations,  and Balmedie West (which may substitute for Potterton).

Only the main settlements and main allocations have been considered at this stage.

The service groups have considered the following;  

  • What will be the additional infrastructure that will be required to serve the development, either in isolation or cumulatively with other developments?

This will include road improvements external to the site, water and waste water enhancements, waste facilities, affordable housing requirements, open space requirements, schools requirements, civic space requirements etc.

For each settlement a report has been prepared detailing a preliminary assessment of infrastructure requirements from sites within the settlement, information is also included for aspirations of new infrastructure and any additional information that will support the requirements stated.
