Introduction

This is the third Road Safety Plan to be produced by Aberdeenshire Council and comes midway through the Government’s Road Casualty Reduction target period. In 2000 the Government set targets for the reduction of road casualties by the year 2010 and in October of 2000, Aberdeenshire Council published its own targets, which are more stringent than the national targets in relation to reducing child and slight casualties.

This Plan reviews our progress towards these targets and sets out our strategies for achieving them by 2010. With this in mind, the Plan will be reviewed on an annual basis to ensure we continue to achieve significant reductions and meet all our targets. We also hope that all road users will play their part in helping us achieve these targets.

All the statistics given in this document are for the whole of Aberdeenshire, including the trunk roads A90 and A96. A quarter of all casualties in Aberdeenshire occur on the trunk roads. While Aberdeenshire Council are not responsible for the trunk road network, we will continue to work with the Scottish Executive and their agents to reduce accidents.

The graphs shown in each of the chapters show a target line. This is a straight line from the 1994 – 98 average to the required target figure for 2010. Current figures on or below this line are said to be “on target”. As in the last Road Safety Plan, this document is split into sections dealing with each of the vulnerable groups of road user.

This plan is linked to the Aberdeenshire Local TransportStrategy and expands on the Road Safety element of that document. This Plan also complements the Grampian Police Road Safety Strategy, the Health Board’s Health Strategy Documents and the Aberdeenshire Community Safety Partnership’s Action Plan.

The Plan has been produced in consultation with Grampian Health Board, Grampian Police, the Education and Recreation, Housing and Social Work, Planning and Environmental Services, Finance and Law and Administration Services of the Council.
