Council budget position white paper

In February 2026, we published our first Budget Position White Paper. This document illustrates the factors which influence council budget setting, service delivery and strategic direction.

It paints the picture of changing demography, reducing income, increasing costs and workforce pressures which result in the council, like every council in Scotland, being forced to reflect on how we work and what our role is for the future. 

The detailed document illustrates the position facing the public sector, with a specific focus on the changing face of the council.
